I think this feature doesn't exists yet and I think I haven't found an existing feature request for it.
The idea is that you open up a savingsaccount where you set a goal and end time. It will give you an advice how much you will have to deposit every month to reach that goal. Until the end-time it isn't possible to withdraw from that account.
